The Government Rolls Out Customs Facilities in the Form of Import Facilities for Export Purposes (KITE) to Support MSME Exports These facilities have been established to support Indonesia's economy and enhance the competitiveness of Small and Medium Industry (IKM) products. The KITE IKM facility is based on Minister of Finance Regulation PMK Number 110/PMK.04/2019, which amends PMK Number 177/PMK.04/2016. "With these facilities, IKM actors will benefit from import duty exemptions, VAT, and luxury sales tax (PPnBM) exemptions on raw materials, auxiliary materials, packaging materials, machinery, and sample goods imported for production purposes," said Bimo Adisaputro, Public Relations of Yogyakarta Customs, in a written statement on Monday (September 23, 2024). Bimo Adisaputro outlined several benefits of the KITE IKM facility. It simplifies export and import procedures, reduces production costs, increases business capital, and ensures smooth cash flow. "It also shortens the raw material supply chain and enhances product competitiveness," he explained. According to Bimo Adisaputro, the KITE IKM facility is available to businesses classified as small or medium industries. Additionally, productive economic enterprises involved in processing, assembling, or installing for export purposes are eligible. MSMEs with a Business Identification Number (NIB) and business permits from relevant authorities, as well as proof of ownership or control of the business location for at least two years, can also access the KITE IKM facility. "The facility is also granted to those willing to fulfill administrative obligations and take responsibility if the facility is misused," he added. On that occasion, Bimo Adisaputro explained the procedure to obtain the KITE IKM facility. First, business owners must submit an application to the nearest Customs office. Second, the application will trigger an examination of document completeness and accuracy, as well as a site inspection of the business location. Third, if administrative requirements are met, the next step involves a business process presentation by the business owner at the Customs office. Fourth, the Customs office will issue approval or rejection within a maximum of one working day after the business process presentation. "If approved, the business owner will receive a Facility Licensing Decree." (***)
